 This cute design is  from  LOTV   .I  fussy  cut it  and  coloured it  with  Promarkers  adding  stickles  , 

The  backgrround paper is  also  from  LOTV  as is  the  sentiment  . I used  various  die  cuts of  circles  and letters    to  complete  the  card .
